On May 5, 2013, the Program Management Unit (PMU) successfully completed the construction of Phase 1 of the Sekere to Nampei Memorial School Waterline for the Pohnpei Utility Corporation (PUC) of Pohnpei, FSM.  This project extended the existing waterline, which had previously terminated in Sekere, Sokehs, approximately 2.5 miles to the College of Micronesia main campus in Palikir and will provide treated water to customers along the new pipeline.  The new 8” (inch) waterline construction included fire hydrants, service laterals and four (4) new well pumps.

Weno, Chuuk, Federated States of Micronesia—May 3, 2013—The Chuuk Advisory Group on Education Reform (AG) held its second set of meetings in Weno, Chuuk, from April 29th through May 3rd. The Advisory Group is tasked with assisting the Chuuk State Board of Education in monitoring and implementing Chuuk State Education Reforms. The Advisory Group was established as an agreed outcome of high level meetings held by the United States Government, FSM National Government and Chuuk State Government in November of 2012. This Advisory Group held its first meeting in January of this year.

On Monday, May 13, 2013, President Emanuel Mori received the Letter of Credence of H.E. Gilles Garachon, Ambassador of the French Republic to the Federated States of Micronesia, in an official ceremony held at the President’s conference room. Ambassador Garachon is succeeding H.E. Thierry BORJA de MOZOTA.  This year marks the 20th Anniversary of relations between the FSM and the French Republic established in February 1993.

The first Migrant Resource Center (MRC) in the entire Pacific region was dedicated on the 26th of March at its Kolonia location in Pohnpei as a joint effort between the Federated States of Micronesia, the Pohnpei State Government and the International Organization for Migration (IOM).

In his remarks, Vice President Alik Alik thanked the IOM for its efforts in the FSM since establishing formal presence in 2008. He also acknowledged the dedicated staff at the IOM Office in Pohnpei under the lead of Mr. Ashley Carl who played vital roles in the vision to avail the MRC.

“With the opening of the MRC, we embark on yet another chapter on the FSM-IOM partnership. We accomplish another milestone in our relations that both FSM and IOM can be proud of”, Vice President Alik said.

On December 07, 2012, FSM Department of Resources and Development Secretary Marion Henry as the Integrated Water Resources Management (IWRM) Project National Focal Point delivered to the Chuuk State Leadership and Neauo Village community in Weno, Chuuk the completion of the improved Neauo Well project.  Present at the launching event were Senator Roger Mori, Chuuk State Government Chief of Staff, Mr. Wilfred Robert, Chuuk Environmental Protection Agency Acting Director, Mr. Jason Poll, as the IWRM Project State Focal Point, Chuuk Women Council representative, Mrs. Christina Stinnett, Pacific Landscaping Engineering and Construction Company representatives, Village chiefs, landowners and multitude of Neauo villagers. Senator Roger Mori joined Secretary Henry to hand over the project on behalf of the National Government to the Chuuk State Leadership in his delivery remarks.  The project construction began in October 2012 with smooth and timely implementation by Pacific Landscaping Engineering and Construction Company.

Palikir, POHNPEI (FSM Office of SBOC) – On November 8, 2012 the Office of Insular Affairs issued seven Grant Awards to the Federated States of Micronesia totaling $50,709,947. The Grant Awards are the result of the Joint Economic Management Committee’s recent allocation resolution for fiscal year 2013. Earlier in the fiscal year, on October 19, 2012, the Office of SBOC’s Division of Compact Management also received this year’s Supplemental Education Grant (SEG) in the amount of $11,751,632. The eight grant awards totaling $62,461,579 have been apportioned to the five FSM governments according to FSM law.

FSMIS (December 3, 2012):  A Joint-Mission of the United Nations agencies namely the United Nations Development Program (UNDP), the United Nations Population Fund (UNFPA), and the United Nations Children’s Fund (UNICEF) visited the FSM in late November for the purpose of holding consultation with the FSM Government on the next United Nations Development Assistance Framework (UNDAF).  The next UNDAF cycle runs from 2013 to 2017.  FSM is currently implementing its UNDAF for the period of 2008 – 2012, during which the focus areas of assistance include poverty alleviation, the Millennium Development Goals, and Good Governance.

During their Special Meeting in Port Moresby, PNG, on November 21, 2012, Pacific ACP Leaders considered progress in EPA negotiations and urged the European Union to show flexibility on the remaining contentious issues in EPA negotiations in particular with fisheries rules of origin, with a view to facilitate the conclusion of the negotiations, which started in 2004. In this regard, Pacific Leaders “reconfirmed that global sourcing for canned fish and cooked loins that are contained in the interim EPA are immutable and should be extended to the comprehensive EPA without any restrictions.” Pacific Leaders also urged the EU to extend global sourcing to fresh, chilled and frozen fisheries products in the comprehensive EPA without any restriction. Pacific ACP Leaders noted the numerous challenges that Pacific ACP would face in implementing the agreement; and further urged the EU to provide additional resources for EPA implementation.

FSM Information Services (November 21, 2012): President Manny Mori received Ambassador Alexis Maino of Papua New Guinea (PNG) as the Roving Ambassador of PNG to the Federated States of Micronesia.

Upon accepting Ambassador Maino’s credentials, President Mori welcomed him to the FSM and spoke of the strong and friendly ties between FSM and PNG in regional affairs, especially in the fisheries sector as significant owners of active Exclusive Economic Zones.

President Mori conveyed his compliments to Prime Minister O’Neill through the Ambassador, praising his willingness and leadership in hosting the special meeting of Pacific ACP Leaders this month and indicated his desire to attend. He also thanked the Ambassador for his country’s role in progressing amenable terms in the multilateral fisheries treaty between Pacific Island Countries and the United States.

In responding to President Mori, Ambassador Maino expressed his appreciation for the warm welcome extended to his delegation. He also thanked the President for accepting him as the Roving Ambassador of the Government of PNG to the FSM.

FSM Information Services (November 20, 2012): On November 15, President Manny Mori accepted credentials for Mr. Serdar Kilic to become the Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey to the Federated States of Micronesia.

At the start of the ceremony, President Mori congratulated Ambassador Kilic for being the first Ambassador of the Republic of Turkey to be accredited to the FSM, cultivating the relatively fresh diplomacy formalized in Japan on December 15, 2006.

President Mori expressed appreciation for Turkey’s past efforts at the United Nations and its active role in coordinating with the Pacific Island States which took momentum from its 2008 meeting that created the Istanbul Declaration of Promotion Cooperation between Turkey and    the Pacific Island States.

The President also wished for success towards Turkey’s candidature to the United Nations Security Council, stressing the importance FSM places on the council in relation to climate change as a security threat to vulnerable island nations.

FSM Information Services (November 15, 2012): In the morning of November 13, President Manny Mori received H.E. Joachim Heidorn as the Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Federated States of Micronesia, replacing H.E. Weber-Loch whose service officially ended in September, 2011.

President Manny Mori welcomed Ambassador Heidorn to Pohnpei and conveyed his greetings to President Joachim Gauck through the Ambassador.

President Mori acknowledged the good relations between his country and Germany and expressed interest in enhancing more bilateral as well as multilateral engagements.

The President also expressed gratitude for the assistance extended to the FSM through Germany’s  Small Scale Project Scheme in certain areas that include Agriculture and food production, Historic Preservation, Climate Change and Diplomatic Training.   

After presenting his credentials to President Mori, Ambassador Heidorn expressed his gratitude to the President for accepting him.

FSM Information Services (November 15, 2012): After taking a tour of the various high-tech work stations aboard the MV Alucia with Mr. Raymond T. Dalio, owner of the vessel, President Manny Mori went 1500 feet underwater yesterday in a deep-diving manned submersible used for subsea explorations. He returned inland from what might have been an historic tour for the FSM President via the vessel’s five-passenger helicopter.

The famous MV Alucia has made anchorage in Pohnpei on a journey through Micronesia that will include stopovers in Chuuk, Yap and Palau over the next several days.

As a unique exploration and cruise vessel, a handful of adventurous visitors, many of them friends of Mr. Dalio, have flown in to Pohnpei and took advantage of the site-seeing programs organized by its busy crew. Many of these visitors checked out Pohnpei’s well known locations at waterfalls, sampled the island’s nutritious bananas and bandanus crops and took aerial tours of the barrier reef wave breakers and the famous Nan Madol site.

FSM Information Services (October 18, 2012): The swear in ceremony for Mr. Kensley Ikosia, Secretary of the Department of Finance and Administration, took place on October 15 when President Manny Mori administered the oath of office at the President’s Conference Room, witnessed by other cabinet members, staff from various departments, and family members.

The addition of Mr. Ikosia to the cabinet, along with Mrs. April Dawn Skilling three days earlier, moved the long-dragged process to near completion with the post of Consul General in Honolulu yet to be occupied.

As his immediate action in organizing his new administration after given a second term by the newly organized 17th Congress on May 11, 2011, President Mori chose to retain the current Deputy Chiefs of Mission (DCM), maintaining stability and operations at the foreign missions while working with Congress on staffing his cabinet for the next four years. Responding to the urgent need to provide officials in charge as DCM at the foreign offices, during its First Regular Session, the 17th Congress confirmed Mr. Stanislaus Kensof for the FSM Embassy in Fiji; Mr. James A. Mrs. April Dawn Skilling was sworn in by President Manny Mori on October 12 at the President’s Conference Room to be the Secretary of Justice for the FSM National Government after Congress confirmed her nomination on September 18.

Mrs. Skilling’s nomination was submitted to Congress on May 24 during the Fourth Regular Session in the wake of two previously defeated nominations for the same post.
Mrs. Skilling’s legal tenure includes being an Assistant Attorney at the Kosrae State Attorney General’s Office, a Deputy General Counsel for the Department of Business and Professional Regulation in the State of Florida and, most recently, a senior attorney in the Florida State Supreme Court. She has over twenty years of legal experience with bar admissions in both the FSM and the State of Florida.  In his remarks during the swear in ceremony, President Mori said he felt “very proud to have sworn in April Dawn Skilling as the new Secretary of Justice” and made reference to the number of female officials his administration has put at the highest posts in the executive and judicial branches with support from Congress.

  At the invitation of the Chinese Government, President Emanuel Manny Mori is visiting China to attend the International Investment and Trade Fair in Yinchuan, Ningxia Hui Autonomous Region from 11 to 13 September 2012.  The International Fair is a national-level forum for economic and trade exchanges affording participants the opportunities to understand China’s investment and trade policies. It provided the President and his delegation the opportunity to meet with investors from China and other neighboring Asian countries, creating an environment for the FSM to showcase its foreign investment and tourism incentives. 

At the margins of the International Trade Fair, President Mori held bilateral talks with Vice Premier Li Keqiang.  In honor of the Twenty Third Anniversary of the establishment of diplomatic relations between the Federated States of Micronesia and the People’s Republic of China on September 11, 1989, President Mori extended his congratulations to the Chinese government through the Vice Premier.  He also extended his sincere condolences for the loss of lives and extensive damages caused by the earthquake in Yunan Province on September 7, 2012.

FSM Information Services (September 17, 2012): The FSM National Police opened a finger print laboratory on September 11 at the National Police Office in Palikir.
According to Mr. Takasy Reim, Chief of Police, the laboratory is worth approximately $238,000 dollars, consisting of modern finger print identifying and storage technologies that will allow collaborations among law enforcement operations with enhanced capabilties.

Chief Reim thanked the Australian Federal Police (AFP), the Pacific Police Development Program (PPDP) and AusAid whose contributions have enable FSM police forces to be the first among the three Micronesian nations to engage in such forensic capacity.

Mr. Frank Clair, PPDP Project Coordinator, represented the AFP at the lab opening. He said that the decision to house the lab at the FSM National Police building was made to make the service a “truly national asset” with the understanding that officers from the States will work and train at the lab on a rotational basis to gain experience that will be vital at their own stations and to overall law enforcement practice throughout the FSM.

Ambassador Rosen is the ninth U.S. ambassador to the FSM, succeeding Ambassador Peter A. Prahar. Accompanying the US Ambassador were Mr. William H. Barkell, Temporary DCM – US Embassy, Mr. Gary Bloom, Area-Director-USDA-Rural Development, Mr. Paul Lake, Resource Conservationist-USDA-Natural Resources, Ms. Monica Collier, Program Director-Peace Corp Micronesia and staff from the US Embassy.
Prior to Ambassador Rosen’s posting to the FSM, she served as a Diplomat-in-Residence at the University of Illinois in Chicago, Deputy Principal Officer in Frankfurt, Germany and Consul-General in Bern, Switzerland. FSS Unity officially joins FSM Maritime Surveillance fleet

FSM Information Services (August 17, 2012): At Dehketik, Pohnpei, a handover ceremony for the FSS Unity was held earlier today at the wharf site of the FSM Maritime Wing, FSM National Police, marking the transfer of the assistance of a sixteen-meter long patrol craft from the Nippon Foundation, through the Sasakawa Peace Foundation, Japan. 
According to earlier information from the FSM National Police, the FSS Unity is an assistance under the Nippon Foundation’s Project for Improvement of the Coast Guard Capability in Micronesian Region, funded by the Sasakawa Peace Foundation to strengthen maritime surveillance against illegal fishing, search and rescue operations and disaster prevention capabilities.
On the handover occasion, Acting Secretary of the Department of Justice, Mr. Johnson Asher, reiterated the FSM’s gratitude to its development partners who have contributed to the strengthening and capacity building of the maritime surveillance services, such as the United States, the Government of Australia and most notably today, the Government of Japan.

Dept. of Foreign Affairs  - On August 03-04, Assistant Secretary Kurt M. Campbell and Admiral Cecil D. Haney and their delegation embarked on a two-day tour in Pohnpei, FSM. The visit was Assistant Secretary Campbell’s second and Admiral Haney’s first visit to the FSM. Accompanying Secretary Campbell and Admiral Haney was Ms. Gloria Steele, the new USAID Director based out of Papua New Guinea. During their two-day visit, they paid courtesy calls on President Mori, Speaker Figir and various members of the civil society. The purpose of the visit was to reinforce United States’ commitment to the region.

FSM Dept. of R&D (August 15, 2012): Since Monday, August 13, FSM is attending the PACP Trade Officials and Ministerial Meetings in Nuku’alofa, Tonga. These meetings are aimed at progressing preparations for the next round of negotiations for the conclusion of the Economic Partnership Agreement between Pacific Members of the Pacific African Caribbean Group of States (PACPS) and the European Union in October 2012. The Meetings, which will end on August 17, 2012, are facilitated by the Pacific Islands Forum Secretariat, and are attended by Senior Trade Officials and Trade Ministers from the 14 PACP States.

On July 24, 2012, His Excellency Drahomir Stos Ambassador Extraordinary and Plenipotentiary of the Republic of Slovakia to the Federated States of Micronesia presented his credentials to President Mori at the conference room. The Philippines – based ambassador was the first Slovak ambassador to be accredited to the Federated States of Micronesia strengthening the diplomatic relations formed by the two countries in September of 2006.

President Mori congratulated Ambassador Stos on his new appointment and welcomed him to the FSM, expressing his gratitude for the occasion and sharing his hope that the two countries cooperate and capitalize on issues of mutual interests from the newly formed friendship. He spoke of FSM’s support of the Republic of Slovakia’s candidature for the International Court of Justice, an indication of cooperation at the multilateral level.

FSM Information: Majuro (July 5, 2012): The 12th Micronesian Presidents’ Summit  (MPS) took place on July 5, 2012 at the International Convention Center in Majuro bringing together President Manny Mori of the FSM, President Johnson Toribiong of Palau and President Christopher J. Loeak of the Republic of the Marshall Islands (RMI).

At the opening of the Summit, the Presidents spoke in favor of sustaining commitments to collaborate on issues of mutual importance to the Micronesian sub-region. 
Out of many topics put together the past few days after prior consultations, the Summit focused on six specific topics facilitated by relevant officials in a meeting that was open to the general public.

FSM and the OFCF sign MOU on Fisheries Development Assistance for Pacific Island Nations

A signing of a Memorandum of Understanding (MOU) for implementation of the Fisheries Development Assistance for Pacific Islands Nations (FDAPIN) between the Government of the Federated States of Micronesia and the Overseas Fishery Cooperation Foundation of Japan (OFCF) was held at the Department of Foreign Affairs in Palikir on July 19, 2012.  The Honorable Lorin S. Robert, Secretary of Foreign Affairs, and Mr. Shimba Fukuda, Resident Representative of OFCF based in Fiji, represented the FSM Government and OFCF, respectively, at the signing. 

Team FSM to compete in London 2012 Olympic Games

FSMNOC (July 11, 2012):The Federated States of Micronesia will be sending six athletes to this year’s Olympic Games competing in Weightlifting, Swimming, Athletics (track and field) and, just announced, in Wrestling.  The 2012 Olympic Games are from July 27 to August 12, 2012 in London, England.  The FSM National Olympic Committee and FSM Wrestling Association were notified by the International Olympic Committee (IOC) and International Wrestling Association (FILA) that Keitani Graham, FSM male Greco-Roman Wrestler from Chuuk State received a late Tripartite Commission invitation to compete in the London 2012 Olympic Games.  This is outstanding news for the development of Wrestling in the FSM and is a great honor for Graham.  He has now returned to Hawaii to train and will arrive to London on July 24.  His coach is Larry Uwelar from Yap State.

FSM Dept. of R&D (July 4, 2012):The Minister of Resources and Development of the Republic of Marshall Islands (RMI), Honorable Michael Konelios, urged the Micronesian Trade Committee (MTC) to “take bold but sound decisions” to broaden and deepen sub-regional cooperation and integration. Minister Konelios made these comments during the opening of the 5th Meeting of the MTC that was held from June 29 to July 2, 2012, at the Nitijela Conference Room in Majuro, RMI.    

Secretary Skilling and Ambassador Ronen held meetings with Chuuk Leadership
FSM Health and Social Affairs Secretary Vita A. Skilling arrived Chuuk the week of June 18 ahead of H.E. Michael Ronen, Ambassador of the State of Israel to the Federated States of Micronesia, and a small team of kidney specialists.

President Mori cautiously warned citizens on post-2023: open FSM forum in Honolulu

In the Morning of May 1, 2012, President Manny Mori signed into law the new Revenue Administration Act of 2012 (RAA).

In a transmittal letter to Speaker Isaac V. Figir regarding the signing of the RAA, President Mori underscores his appreciation to Congress for its leadership commitment to the on-going nation-wide tax reform effort by passing the Revenue Administration Act during its March 19 to April 2, 2012 session and for passing the Unified Revenue Authority Act a year ago, which became law on April 19, 2011 as Public Law No. 16-75.

According to the President, the Governments of the FSM have dedicated significant amount of time and energy in working on various reforms to the tax system since 2004, drawing substantive discussions across the five governments and comprehensive stakeholders’ engagement the past four years.

FSM Office of SBOC Submits FY2012 2nd Quarter Reports to the Office of Insular Affairs

The FSM Office of Statistics, Budget & Economic Management, Overseas Development Assistance and Compact Management (S.B.O.C.) has submitted all received fiscal year 2012 second quarter performance reports to the Office of Insular Affairs. Out of more than 126 projects, 94% of reports have been transmitted by the five FSM Governments to SBOC for submission to OIA on the April 30, 2012 deadline.

FSM and Australia hold review talks on Pacific Partnership for Development Agreement

A review talks was held on April 30, 2012 on the Pacific Partnership for Development (PP4D) between the Federated States of Micronesia and Australia, over a year after the agreement on the bilateral partnership was signed by the two governments at the margins of the Port Vila Forum in 2010. The PP4D is a development partnership between FSM and Australia which establishes their shared vision to work together in close cooperation to meet their common development challenges and raise the standard of living for the people of the FSM. It also outlines the principles and objectives underpinning the partnership that is to advance along three priority outcome areas in environmental management, fiscal reform and economic management, with special focus on tax reform and development coordination
