The Office of the National Public Auditor (ONPA) announces the release of Audit Report No. 2010-04, Audit of Telecom Credit Card Use. Soft copy of the report is available for public review online at www.fsmopa.fm and hard copies are available at the ONPA’s offices in Palikir, Pohnpei and Weno, Chuuk. The audit was conducted in accordance with Generally Accepted Government Auditing Standards (GAGAS) issued by the Comptroller General of the United States. ONPA performed this audit after a recent financial audit done by Deloitte and Touche revealed that Telecom’s corporate credit cards had been used for personal purchases.

For the last several months, the Asian Development Bank (ADB) has been providing technical assistance to the FSM that focuses on strengthening economic management and planning at the FSM National Government and the State Governments. In July of 2009, an ADB consultant, along with a staff from the Office of Statistics, Budget, Overseas Development Assistance and Compact Management (SBOC), started consultations with various departments and agencies at the National Government and with Pohnpei and Chuuk State Governments as reported in Press Release #0110-25.

Private foundations target illegal fishing in region
MAJURO, Marshall Islands (Marianas Variety, March 4, 2010) – Japanese officials during meetings in Tokyo are expected to roll out plans for injecting millions of dollars into a beefed up Micronesian regional coast guard program to combat illegal fishing, according to Marshall Islands officials involved in the talks. A major Japanese foundation is planning for a ten-year program in support of marine surveillance training, equipment and technology upgrades, said officials in Majuro. Delegations from the Marshall Islands, Federated States of Micronesia and Palau are joining officials from the Coast Guards of Japan and the United States, the Australian Defense Department, and the Nippon Foundation and Sasakawa Peace Foundation to confirm the plans for Japan’s stepped up marine surveillance support. The Japanese initiative comes as Pacific islands are making an unprecedented push to conserve dwindling tuna resources and reduce illegal fishing in the region that has one of the world’s last healthy fisheries. The Sasakawa Foundation, which has funded cultural and media projects in Micronesia since the 1980s, has for the past two years promoted a plan for Sasakawa to support a coordinated marine and fisheries surveillance effort.

Supplemental Budget Request Approved for Executive Branch

During the Second Regular Session of Congress in January, 2010, the Executive Branch submitted a revised request for supplemental budget to the FY 2010 Budget in the amount of $2.27 million. During that session, Congress held public hearings on the various portions of the supplemental request and passed Congressional Act No. 16-27 which appropriated $2.633,632 from the FSM General Fund, but made changes to several of the original line items in the request.

In support of its mandates to continue to be an effective guardian of living and non-living marine resources in the FSM EEZ, FSM resounded its partnership with the Parties to the Nauru Agreement in their collaborative effort to protect and promote fisheries of common interest in their respective exclusive economic zones (EEZ) by signing onto and adopting the Third Arrangement to implement the Nauru Agreement in May 2008. The Third Implementing Arrangement (3IA), which has also been adopted as part of the Tuna Commission conservation and management measure 2008-01, has four major elements concerning the purse seine fishing in the PNA region. The elements include closure on FAD fishing during July – September, full retention of tuna catch, high seas pockets closure as condition of license to fish in any of the respective PNA EEZs and full observer coverage on the purse seine fishing in the PNA region. The 3IA entered into force on January 01, 2010.

Koror, Palau, February 25, 2010. The First Presidents Summit of the Parties to the Nauru Agreement (PNA) was held on Koror, Republic of Palau on February 25, 2010. PNA is comprised of the Federated States of Micronesia, Palau, Marshall Islands, Tuvalu, Kiribati, Nauru, Papua New Guinea and Solomon Islands. PNA is a grouping of countries in the Pacific which was established in 1982 to promote cooperation in the conservation and management of the tuna resources that occur within their EEZs. PNA countries’ waters account for nearly 60% of the tuna catches in the WCPO and 25% of the global tuna catches supplying the world’s tuna canneries and processing facilities.

KOROR, PALAU, 25 FEBRUARY 2010: The first Presidential Summit of the Parties to the Nauru Agreement (PNA) which includes leaders from Federated States of Micronesia, Kiribati, Marshall Islands, Nauru, Palau, Papua New Guinea, Solomon Islands and Tuvalu, today released a declaration on future direction of their tuna fisheries.
