FSM is participating in the 2011 Meeting of the Forum Trade Ministers being held at Puataukanave International Hotel, Vava’u, Kingdom of Tonga. The opening of the two days Meeting (18 - 19 May 2011) was presided by the Honorable Noble Lord Tu’ivakano. The Meeting, which is attended by Trade Ministers and Head of Delegations of the 16 Forum Countries, New Caledonia and the Secretary General of the Pacific Islands Forum Secretariat (PIFS), will focus discussions on Trade-related issues affecting the Forum Members, including: the operations and funding arrangements for the Office of the Permanent Delegation of the Pacific Islands Forum World Trade Organisation (WTO) in Geneva, the progress on the development of the 10-year Strategy for the Pacific Islands Trade and Invest Offices, developments relating to Traditional Knowledge and Intellectual Property, the Pacific Island Forum Secretariat’s trade-related work programme with a focus on the Regional Trade Facilitation Programme (RTFP) and the review and Stocktake of Trade Facilitation Programmes underway in Pacific Island Countries.

On a damp May 11, 2011 at around noon,
in the presence of some highest ranks of traditional leaders of Pohnpei, Chief Justice Martin G. Yinug of the FSM, President John Haglelgam, President Leo A. Falcam, Governors of all the states, presiding officers and some members of the State Legislatures, members of the Diplomatic Corp in the FSM, various community leaderships and other highly dignified observers, the 17th Congress of the FSM on its opening day elected Honorable Manny Mori and Honorable Alik L. Alik to be the President and Vice President of the FSM for the next four years, ending long days of surmise and speculations by the general public. The maintenance of status quo in the re-election of the three top posts in the legislative and executive branches is a rare reality. This will be the third time in history of the FSM to have a sitting president allotted another four-year term, maintaining leadership at the highest executive capacity.

Honorable Acting Chief Justice Martin G. Yinug took his Oath of Office as the Chief Justice of the FSM by H.E. President Manny Mori at the FSM Supreme Court in Palikir, Pohnpei on May 5, 2011. Chief Justice Yinug has been the Acting Chief Justice for the FSM Supreme Court soon after the passing of his immediate predecessor, late Honorable Chief Justice Andon L. Amaraich, on January 28, 2010. Chief Justice Yinug was nominated to the post by President Manny Mori in March 2010 and was confirmed by the FSM Congress on August 2, 2010 in a unanimous vote of confidence by the 12 members present on that day. A native son of Yap State, Chief Justice Yinug was born on October 18, 1949. He pursued and obtained his Bachelor’s in Political Science at the San Francisco State University in 1972 and eventually his J.D. in 1980 from the Catholic University of America Law School in Washington, DC.

Palikir, POHNPEI (FSM) – On April 26, 2011, President Emanuel Mori received the Letter of Credence for His Excellency Ivo Sieber, Ambassador of the Swiss Confederation to the Federated States of Micronesia. Ambassador Sieber is the 3rd Ambassador of Switzerland to be accredited to the FSM since establishment of relations between the two countries in April 2003. He is cross-accredited from Manila, Philippines.
During the Presentation of Credentials, Ambassador Sieber expressed deepest gratitude and appreciation for the opportunity to present his Letter of Credence as the Ambassador to the FSM and confirmed that the Swiss Confederation attaches special priority to the relationship. The Ambassador went further to highlight some areas of interest for bilateral cooperation with the FSM, namely in environmental protection and sustainable development, the eradication of poverty, non-proliferation and disarmament and the promotion of human security. He also conveyed his personal utmost effort in the continuing strengthening of a friendly and fruitful relations between Switzerland and the Federated States of Micronesia.

On April 27th, President Emanuel Mori accepted and received the Letter of Credence of His Excellency Heikki Hannikainen, Ambassador of Finland to the Federated States of Micronesia, in an official ceremony at the Office of the President in Palikir, Pohnpei. In attendance of the ceremony were Governor John Ehsa of Pohnpei State, members of the President’s Cabinet, and members of the resident Diplomatic Corps. During the ceremony President Mori welcomed the Ambassador and his wife to the FSM, and congratulated the Ambassador for his historic appointment as the first Ambassador of the Republic of Finland to the Federated States of Micronesia, since establishment of Diplomatic relations on May, 4, 2010. President Mori affirmed the importance of this newly established relationship with the Government of Finland, and indicated that the Ambassador’s formal accreditation has marked the first step in the advancement of the FSM-Finnish relations, and opened-up a doorway whereby the two governments can engage on matters of mutual interest to both countries. President Mori expressed his desire to “move forward” in strengthening the relationship between the two countries, and encouraged him to visit the others States of the Federation.

On April 27, the EducationUSA Advising Center (EAC) at the College of Micronesia-FSM organized the first U.S. college fair in the F.S.M. Program participants included U.S. Ambassador to the F.S.M. Peter A. Prahar, COM-FSM Acting Interim President Joe Habuchmai, EAC Advisers Lore Nena and Mike Ioanis, COM-FSM faculty and staff, and U.S. college and university alumni. Nearly 200 students attended from COM-FSM, various public and private high schools, and the U.S. Federal programs Upward Bound (UB) and Educational Talent Search Program (TSP) in Pohnpei.

Palikir, Pohnpei (FSM Information Services: April, 21, 2011): The Fourth Meeting of the NTFC which was held at the Central Facilities, Palikir, Pohnpei, on 20 & 21 April 2011 ended with a main decision, the adoption of the Implementation Matrix of the FSM Trade Policy. In addition to the adoption of the Implementation Matrix, the NTFC also decided that a share of the Private Sector Development (PSD) Grant will be used to fund the Implementation Matrix, and that FSM should work with the Pacific Islands Forum Secretariat (PIFS) on the modalities for a donor conference to source additional funding that will be necessary to carry out the actions prioritized. Other important issues highlighted by the Chairman of the NTFC, the Honorable Vice President Alik Alik, in his opening remarks and considered by the Fourth NTFC include: the continuation of FSM foreign investment regime’s reform with the view to enhance FSM’s ranking under the World Bank Ease of Doing Business Index, the Economic Partnership Agreement (EPA) negotiations with the European Union, and private sector development. Participants also discussed the FSM’s trade negotiations agenda with a focus on outstanding issues in the Economic Partnership Agreement (EPA), the Pacific Agreement on Closer Economic Relations (PACER)-Plus between FICs and Australia and New Zealand, Pacific Island Countries Trade Agreement (PICTA) on trade in services, and the Micronesian Trade Committee (MTC) between the Freely Associated States (FAS).

April 7, 2011 (FSM Embassy, Beijing) Mr. Grant Ismael, Chairman of the Pacific Asia Travel Association-Micronesia Chapter (PATA), who is also the Administrator of the Kosrae Visitor’s Bureau arrived Beijing, China on April 6 to represent the Micronesia chapter at the 60th Anniversary conference scheduled to be held at the China World Hotel from 8-12 April 2011. The Conference is expected to tackle issues concerning the future development of travel and tourism in the Asia Pacific region – the world’s fastest growing market. Taking advantage of the visit to China by the Chairman of the PATA-Micronesia Chapter, the FSM Embassy arranged a meeting with the representatives of the Pacific Islands Forum Trade Office (PIFTO) in Beijing to discuss possible cooperation and partnership in the area of tourism. PIFTO is a subsidiary of the Pacific Islands Forum Secretariat whose mission in Beijing is to promote trade and business opportunities between Pacific island countries and China.

Palikir, Pohnpei (Dept. of Foreign Affairs) April 7, 2011-The second resident Ambassador of Japan to the FSM, His Excellency Eiichi Suzuki, presented his credentials to President Emanuel Mori on April 4, 2011 in the President’s cabinet room after arriving on the 18 February 2011. President Mori was unable to receive Ambassador Suzuki’s credentials after his arrival due to scheduling challenges. While awaiting presentation of his letters of credence to President Mori, Ambassador Suzuki presented copy of his letters of credence to Secretary Lorin Robert in advance enable him to take up his function as Head of the Japan Mission in the FSM. Under Article 13 of the Vienna Convention of Diplomatic Relations of 1961, the head of the mission is considered as having taken up his functions in the receiving State either when he has presented his credentials or when he has notified of his arrival and a true copy of his credentials has been presented to the Department of Foreign Affairs of the receiving State.

The 3rd National Environment Conference has concluded today with the signing of a resolution by the Directors of EPA and KIRMA requesting representatives and leaders of the FSM to fully achieve sustainable access to safe drinking water and dependable supplies of drinking water to the people of the FSM. Many issues were discussed over the five-day Conference and resulted in adoption of recommendations calling for revitalization of efforts, enactment of laws, better coordination and partnerships.

Palikir, Pohnpei (FSM Information Office): On April 4, 2011, H.E. President Manny Mori received the Letters of Credence from H.E. Martin Quinn, Ambassador Extraordinary and Plenipotentiary to FSM, at 3:00 P.M in the President’s Conference Room, Palikir, Pohnpei. Ambassador Quinn, following the presentation of his credentials, relayed “good wishes” from H.E. Julia Gillard, Prime Minister of Australia, and emphasized that he is “conscious of the responsibility” he is to assume to “protect and develop the relationship that has grown between the Federated States of Micronesia and Australia” … to use his own phrase.
Speaking directly to the President , “I personally congratulate your Excellency on your commitment to improve good governance and sound financial management and protection of theenvironment.”
In acknowledging reciprocal support at the end of his remarks, the Ambassador said, “I would like to thank you for FSM’s support for our (Australia’s) UN Security Council candidacy and for your support, through the Pacific Islands Forum, for the restoration of democracy in Fiji.”

Palikir, Pohnpei (FSM Public Information Office): 38 Upward Bound students from Kosrae and Yap spent a week at the college of Micronesian-FSM Palikir Campus, visited the FSM Capitol and met with President in the President’s Cabinet Room on March 30, 2011. The purpose of the program among other things is to provide an opportunity to the participants to experience college lifestyle by staying in the dormitories, attending and observing classes, eating at the cafeteria, studying at the COM-FSM Library as well as getting the feel of what college life entails. With that exposure, it is hoped that their desire for a college education will ensure a successful and prosperous life in the future, said Morgan Jones, Director Upward Bound in Kosrae.

Palikir, POHNPEI (FSM Office of SBOC) – The Joint Economic and Management Committee (JEMCO) met on March 24-25, 2011 in San Francisco, California for its 2011 Midyear Policy Meeting. While midyear meetings have been called in previous years, this was the first ever policy-oriented midyear meeting. The outcome of the Midyear Meeting includes a series of seven unanimous resolutions addressing various issues, ranging from guidelines for unallocated funds to better aligned and necessary improvements in the education sector and the creation of a sector grant for enhanced reporting and accountability.

Palikir, Pohnpei (FSM Public Information Office): January 21, 2011 - This week, 25 students from Saint Olaf College, in Minnesota, U.S.A., visited the state of Pohnpei, as part of their “Health and Culture of Oceania” class curriculum. St. Olaf is an American liberal arts college of the church in the Lutheran tradition and was founded in 1874.
Their one week program in Pohnpei included a visit of the Nation’s capital, Palikir, and of the State Public Hospital, a tour of the Nan Madol ruins, a snorkeling excursion and a fun day at Kepirohi Waterfalls.

On January 19, U.S. Department of Agriculture Natural Resources Conservation Service (USDA NRCS) Soil Conservation Technician Gibson Santos and 124 sixth graders from Nett Elementary School participated in the Pohnpei State Department of Education Agriculture Fair. Through the Conservation Society of Pohnpei’s (CSP) Youth-to-Youth (Y2Y) Environmental Education Program, Santos conducts a bi-monthly program that teaches students about sustainable gardening, island agroforestry and soils. Some of the Youth-to-Youth participants began their gardening endeavors during the U.S. Embassy – NRCS gardening program, which taught the students about small-scale garden creation, production, and pest management.

Palikir, Pohnpei (FSM Public Information Office): January 19, 2011 - This week, 35 FSM high school students are participating in the 15th Close-Up Program coordinated by the National Department of Education (NDOE). This annual program brings students from the four states of FSM to the capital to experience firsthand a unique “close up” observation on how elected leaders perform within the executive, legislative, and judicial branches of government and their decision-making process on critical issues affecting the lives of FSM citizens. This year’s theme is “Nurturing Citizenship and Nationalism in a Democratic Society.”
Yesterday, the students met with President Mori and had the opportunity to take part in a Q&A session with him. The President was asked by one student what his thoughts were regarding foreign investment in the FSM. “Without foreign investment,” said Mori, “we’ll be running in circles chasing our tails.” The President explained that the country needs “good” foreign investment that will principally support the nation’s tourism industry and promote that industry without destroying the environment.

Palikir, Pohnpei (FSM Public Information Office): January 18, 2011 - On January 14, 2011, Vice President Alik met with U.S. Navy Captain Jesse Wilson, U.S Navy Lieutenant David Burkett, Ambassador Prahar of the US Embassy in FSM and Lynn Pangelinan, Political and Military Affairs Assistant, also with the US Embassy, to discuss the upcoming Pacific Partnership 2011 mission.
Pacific Partnership 2011 is the name given for the U.S. mission arriving onboard the USS Cleveland to the FSM, from July 2-15, to provide assistance for humanitarian and civil action projects. The mission team is comprised of members of the U.S. Navy; volunteers from World Vets, an NGO providing veterinary aid across the globe, as well as aid for human health issues impacted by zoonotic diseases in developing countries; and volunteers from other partner nations and NGOs.

Palikir, Pohnpei (FSM Public Information Office): January 13, 2011 - This week, Pohnpeians took part in groundbreaking ceremonies for the construction of three new classroom buildings: one for Nett Elementary School on January 10, one for Saladak Elementary School on January 11 and one for Sapwalap Elementary School on January 12.
The total cost for the three new buildings has been estimated at $5,307,827, based on Pacific International, Inc.’s successful bid on the project. Pacific International, Inc. is headquartered in the Republic of the Marshall Islands and will be working with Lyon Associates from Honolulu, the selected designers for the classroom buildings.

Secretary Itimai, Department of Transportation, Communication and Infrastructure, signed on behalf of the FSM National Government a Memorandum of Understanding (MOU) with Huawei Technologies Co., Ltd, for Huawei to conduct a Desk Study for a Submarine Fiber Optic Cable (SFOC) system, that would interconnect the FSM States of Chuuk and Kosrae to Pohnpei and the State of Yap to Guam via a spur cable to the Republic of Palau.

The Chinese government will continue to provide 14 scholarships to the FSM according to the 2011-2012 scholarship program issued by the Chinese Scholarship Committee. Eligible applicants can download the forms from the Chinese Embassy’s website or ask the state/national Department of Education, the Department of Foreign Affairs of the FSM, or the Chinese Embassy directly for a set copy. The Chinese Embassy is now open for scholarship application, and the closing date is March 31, 2011.

(SPC) - On 7 December 2010, SPC convened the first North-REP Project Steering Committee (PSC) at the SPC North Pacific Office in Pohnpei with bilateral discussions being undertaken on Monday 6 December 2010 and the PSC meeting proper commencing on Tuesday 7 December. The Director General of SPC, Dr Jimmie Rodgers provided the opening remarks and thanked the EU Delegation and in particular with the presence of Mr Malcolm Ponton. Dr Rodgers also congratulated the 3 countries and their representatives: the National Authorising Officers (NAOs) and the respective Ministries responsible for energy in Palau, RMI and FSM for their collaboration and vision in working together for the improvement of livelihoods in the north Pacific region. Dr Rodgers also reassured SPC’s support and engagement as the implementing agency and as the lead coordinating regional energy agency.
