On September 18, 2014, the Federated States of Micronesia Vice President Alik L. Alik convened the Executive Steering Committee (ESC) for the FSM Tax Reform Program at the President’s Cabinet Room, Palikir, Pohnpei.

The ESC consists of the Vice President as chairman and the four Governors of the State Governments in the FSM: Governor Sebastian Anefal, Yap State; Governor Johnson Elimo, Chuuk State; Governor John Ehsa, Pohnpei State, and Governor Lyndon Jackson, Kosrae State. more>>

On September 4, 2014, Dr. Vita A. Skilling, Secretary of the Federated States of Micronesia Department of Health and Social Affairs approved the use of the $644, 178 Substance Abuse Prevention and Treatment (SAPT) Block grant to nine applicants to provide prevention and treatment services on substance use throughout the FSM states as recommended by the FSM Behavioral Health & Wellness Advisory Council.   more>>

FSMIS (September 17, 14):
The Fifth Regular Session of the Eighteenth Congress of the Federated States of Micronesia (FSM) opened on September 15, 2014 at the Congress Chamber in Palikir with ten Member of Congress in attendance.  FSM Congress Speaker Dohsis Halbert appointed Vice Speaker Paliknoa K. Welly as Chairman and Senators Joseph J. Urusemal, Tony H. Otto and David W. Panuelo as members of a special committee tasked to consult with the Executive Branch regarding the session.

In the morning of September 16th, the Congressional Special Committee, better known as the “Committee to Wait on the President”, met with Vice President Alik L. Alik and members of the President’s Cabinet to allow the two branches the opportunity to consult on priority matters for the session. more>>

FSM Defends Additional Continental Shelf Claim

New York – August 29, 2014.  On August 25, 2014, the Delegations from Federated States of Micronesia, Papua New Guinea, and Solomon Islands began meeting with the 6-man Sub-Commission in the United Nations that examines the Ontong Java Plateau Submission in which the Federated States of Micronesia claims additional continental shelf over what is known as the Ontong Java Plateau south of Kapingamarangi Island.  The joint claim made before the United Nations Commission on the Limits of Continental Shelf (UNCLCS) in New York potentially increases the national territory of the submitting countries by more than 500,000 square kilometers, and FSM shall have the ability to extend its continental shelf further out into the high seas.  The joint submission is made in accordance with the United Nations Convention on the Law of the Sea (UNCLOS), which sets out the internationally-accepted formula for delineating the outer limits of continental shelf beyond the normal EEZ.  The continental shelf could hold precious minerals and rare metals that will benefit future generation of FSM citizens. more>>

On the occasion of the historic signing of the Treaty establishing the Micronesian Trade and Economic Community (MTEC), Mr. Marion Henry, Secretary of the FSM Department of Resources and Development, and Interim Secretariat of the new organization, indicated that the newly established MTEC provides an “…institutional framework as the appropriate channel through which programs and actions related to sustainable economic development, such as the ones identified in the Outcome Document of this 3rd International Conference for SIDS, would be best delivered, implemented and monitored within our Sub-region.”  more>>

FSM Supreme Court announces the passing away of Chief Justice Yinug

It is with great sadness and a profound sense of loss that the Supreme Court of the Federated States of Micronesia announces that the Honorable Martin G. Yinug, Chief Justice of the FSM Supreme Court, passed away late Sunday afternoon, August 31, 2014, in his home State of Yap.


The remains of CJ Yinug is currently in Yap State. Further details regarding the arrangements for the state funeral and the burial will be released as they become available. We ask that you keep the family of the late Chief Justice Yinug in your Prayers and thoughts.

FSM Leadership Endorsed the Outcome of the 2014 FSM Health Summit

A new milestone for the health sector in the FSM was reached on August 20, 2014 when the FSM Leadership endorsed the recommendations from the 2014 Health Summit.  The 2014 Health Summit was attended by about 200 participants from all sectors in the FSM, key stakeholders and partners.

The first two days of the Summit (August 18-19) were dedicated to technical discussions and presentations focusing on key health areas.  At the end of the second day, the technical groups presented the outcomes of their discussions and were framed into recommendation for the Leadership to endorse. more>>

World Bank Grant under IDA 17 funding Estimated at 50 million USD for FSM Fiber Optic Projects

Members of the World Bank Field team for the FSM fiber optic connectivity projects visited Pohnpei  and met with national government officials, FSMTC, and the FSM ICT Project Taskforce, headed by Secretary Francis Itimai of the Department of Transportation, Communication, and Infrastructure. The objectives of the visit were to consult with officials and key stakeholders and to work with the Taskforce to finalize the project plans and related documentation for consideration by the World Bank board for a project that will bring the maximum fiber connectivity in the FSM under grant funds under IDA 17 funding, which has been estimated at 50 million dollars. more>>

On September 3, 2014, the Presidents Manny Mori of the Federated States of Micronesia (FSM), Christopher Loeak of the Republic of the Marshall Islands, and Thomas Remengesau Jr. of the Republic of Palau, officially formalized their historical trade and economic bonds by signing the Treaty establishing the Micronesian Trade and Economic Community (MTEC). The signing took place in the margins of the 3rd International Conference on Small Island Developing States, during a consultative breakfast Meeting between Pacific Islands Countries’ Leaders and Dr. Shamshad Akhtar, Under-Secretary-General of the United Nations and Executive Secretary of ESCAP. more>>

Mexican Ambassador Camarena-Villasenor presents credentials to President Mori

On August 25, 2014, Federated States of Micronesia (FSM) President Manny Mori received Mr. Julio Camarena-Villasenor who presented his Letters of Credence from President Enrique Pena Nieto accrediting him as Ambassador of the United Mexican States to the FSM.

President Mori welcomed Ambassador Camarena-Villasenor to the FSM and expressed his appreciation for the shared interest in keeping a strong relationship between the FSM and the Mexican States.

Ambassador Camarena-Villasenor thanked President Mori for accepting him and expressed his country’s readiness to connect FSM and Mexico together in diverse ways that will further solidify diplomatic ties between the two nations. 

Among an array of interests discussed, the Ambassador highlighted Mexico’s willingness to waive visa requirements for FSM citizens traveling to Mexico as a way of deepening interactions. President Mori welcomed this prospect and said the FSM should reciprocate this offer.  

The two officials also touched upon Mexico’s experience of economic success with the Ambassador sharing insights on his country’s interest in boosting air transportation services to the Asian region through Micronesia to maintain strengths in its tourism sector.   more>>  

Sophia University and other Japanese officials call on President Mori

On August 21, 2014, a five-member delegation from Japan, consisting of officials from Sophia University as well as distinguished members of the Japanese Association for the Promotion of International Cooperation (APIC) visited the Federated States of Micronesia President Manny Mori in Palikir.

 The Forty-Fifth Pacific Islands Forum Leaders meeting concluded in Koror, Republic of Palau on July 31st, 2014. The meeting was attended by the Federated States of Micronesia President Manny Mori and other Heads of State and Government from the Republic of Kiribati, the Republic of Nauru, Niue, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga and Tuvalu.

Australia was represented by its Deputy Prime Minister while New Zealand and the Republic of Vanuatu were represented by their respective Ministers of Foreign Affairs. The Cook Islands Minister of Finance represented his country.

FSM and the United States sign maritime boundary treaty in Palau

FSMIS (August 1, 2014):
 This morning, the Federated States of Micronesia and the United States signed a treaty that clarifies maritime boundary between the two countries.

Signing the treaty on behalf of the FSM was the Secretary of Foreign Affairs Lorin Robert. The United States was represented by Deputy Assistant Secretary of State Dennise Mathieu.


During the ceremony, Secretary Robert expressed gratitude to the Forum Secretariat and President of Palau for allowing the ceremony to take place during the meeting. He also said, " I take the honor as my high duty to represent President Mori and the FSM Government at this ceremony.

FSMIS (July 31, 2014):
 On Monday, July 28, Federated State of Micronesia President Manny Mori held a meeting with representatives of the Russian Federation at the Palau Pacific Resort in Koror, Palau.

The meeting was President Mori's first official encounter with Russia, facilitated by the occasion of the 45th Pacific Islands Forum (PIF) being held in Palau. The Russian officials have taken the opportunity to engage with Pacific countries as an invited country in the Post-Forum Dialogue between PIF Member States and their respective country and agency development partners, which will be held on Friday, August 1st.
