Sekere to Nampei Memorial School Waterline – Phase 1

On May 5, 2013, the Program Management Unit (PMU) successfully completed the construction of Phase 1 of the Sekere to Nampei Memorial School Waterline for the Pohnpei Utility Corporation (PUC) of Pohnpei, FSM. This project extended the existing waterline, which had previously terminated in Sekere, Sokehs, approximately 2.5 miles to the College of Micronesia main campus in Palikir and will provide treated water to customers along the new pipeline. The new 8” (inch) waterline construction included fire hydrants, service laterals and four (4) new well pumps. The PMU solicited contractor’s bids for this project in September of 2011 and subsequently awarded Orion Construction Company (Guam) the contract as the lowest responsible bidder for $1,496,948.58. The Notice to Proceed was issued on May 31, 2012 with an original contract deadline of February 25, 2013. A pipe material change requested by PUC resulted in a change order for an additional $31,106.20 contract amount and a corresponding time extension until March 13, 2013. Due to a downsizing of well pumps, also requested by PUC, and to a delay in materials shipping, a second change order was issued with a net deductive contract amount of ($6,900.73) and a time extension until May 5, 2013. The total cost of construction including change orders was $1,521,154.05.

On Monday, May 13, 2013, President Emanuel Mori received the Letter of Credence of H.E. Gilles Garachon, Ambassador of the French Republic to the Federated States of Micronesia, in an official ceremony held at the President’s conference room. Ambassador Garachon is succeeding H.E. Thierry BORJA de MOZOTA. This year marks the 20th Anniversary of relations between the FSM and the French Republic established in February 1993.
During the ceremony, President Mori welcomed the Ambassador and thanked him for taking his time to visit the FSM to formally present his Credentials as the new Ambassador of the French Republic to the FSM. He acknowledged and thanked the France Government for the placement of a France’s Honorary Consul in the FSM, which is a testament of mutual desire by the two governments to strengthening bilateral relations. President Mori expressed his appreciation to the Ambassador for the France’s past assistance to the FSM, as well as its assistance and cooperation at the regional level and as a post Forum dialogue partner at the Pacific Islands Forum.

Weno, Chuuk, Federated States of Micronesia—May 3, 2013—The Chuuk Advisory Group on Education Reform (AG) held its second set of meetings in Weno, Chuuk, from April 29th through May 3rd. The Advisory Group is tasked with assisting the Chuuk State Board of Education in monitoring and implementing Chuuk State Education Reforms. The Advisory Group was established as an agreed outcome of high level meetings held by the United States Government, FSM National Government and Chuuk State Government in November of 2012. This Advisory Group held its first meeting in January of this year.

FSMIS (May 14, 2013): In the morning of May 13, a Congressional Special Committee met with President Manny Mori as the new Eighteenth FSM Congress began its first session after getting organized on May 11.
The Special Committee composed of Senator Yosiwo P. George, Chairman, Senator Joseph J. Urusemal, Senator Peter M. Christian and Senator Wesley W. Simina. In opening the meeting, President Mori welcomed the committee and extended his congratulations to the Eighteenth FSM Congress and its new leadership who have assumed their various posts as a result of decisions undertaken last Saturday – the first day.

FSMIS (May 15, 2013): The FSM Close Up program is busy this week with over forty students visiting the FSM National Government as part of their activities this year under the theme of “Education in the face of Climate Change”.
This morning, the 17th Close Up program students and their chaperons coming from all the four states in the FSM had the opportunity to engage with Vice President Alik L. Alik in an interactive discussion as arranged by the FSM National Department of Education represented by Mr. Wayne Mendiola who coordinates the week-long activities. In welcoming the students and the support staff, Vice President Alik touched briefly on President Manny Mori’s medical trip to the Filippines and expressed his happiness to take part in their educational visit to the Nation’s Capitol. He then shared some parts of his career background and the streak of diplomatic postings that preceded his taking up of political office as a FSM Congressman for the State of Kosrae, resulting in his election as the FSM Vice President.

On April 30, 2013, the Government of Australia and the Federated States of Micronesia held its second annual review talks on Pacific Partnership for Development at the FSM Department of Foreign Affairs’ conference room. The Pacific Partnership for Development (PP4D) is a development partnership between the FSM and Australia where issues of common interests are discussed between the two governments, specifically as it relates to the three priority sectors in the areas of Financial stability and economic development, with an emphasis on tax reform elements, Coordination of development assistance, and the Environmental management, with an emphasis on legislation and legal reform.

(FSM Embassy, Beijing) Ambassador Akillino H. Susaia presented his
Letter of Credence to Her Excellency Park Geun-hye, President of the Republic of Korea during a ceremony held at the Blue House (Cheong Wa Dae) in Seoul at 2:40 pm on 18 April 2013.
The Letter of Credence was signed by His Excellency President Manny Mori designating Ambassador Susaia as the FSM Ambassador Extraordinary and Plenipotentiary to Korea. In receiving the letter, President Park accepted Ambassador Susaia as the non-resident FSM ambassador accredited to Korea with residence in Beijing.
Ambassador Susaia presented his credentials as a part of a group ceremony which included seven other non-resident Ambassadors from Maldives, Tajikistan, Burkina Faso, Marshall Islands, Cyprus, Mali and Botswana.

Palikir, POHNPEI (FSM Office of SBOC) – The 2023 Planning Committee held its inaugural meeting on April 9, 2013 at the Cliff Rainbow Hotel Conference Room. The Committee, which was established by Executive Order No. 40 on March 6, 2012, is comprised of membership from the executive leadership of the FSM National and four State Governments. For this inaugural meeting, representatives from the five legislative branches of government across the nation were also invited, as well as the resident Diplomatic Corps. During his keynote statement, President Manny Mori conveyed that the nature of the loose federation of the FSM also lends to significant challenges in the implementation of the nation’s development goals. President Mori went on to highlight that the convening of the committee provides a clear indication of the desire to address those and other challenges in light of the looming expiration of economic provisions of Title Two of the Amended Compact in 2023 as well as the expected shortfall of the Compact Trust Fund.
Immunization Week
This year Federated States of Micronesia (FSM) will be celebrating National Infant Immunization Week (NIIW) as part of the third World/National Immunization Week, a WHO and CDC initiative. This initiative aims to join all six WHO regions, member states, territories and areas around the world to observe this very important event in a call to action to ensure that our infants are fully immunized.
During National Infant Immunization Week (NIIW) and World Immunization Week (WIW), set for April 22-27, revitalization efforts will be made in the four FSM states to increase and promote awareness on the importance of immunization.

These recent threats by North Korea have further escalated tensions not only on the Korean peninsula, but throughout the Pacific region. This is most regrettable because Pacific Islands Forum Leaders believe the Pacific can, should and will be a region of peace, harmony, security and economic prosperity.

FSMIS (April 2, 2013): The College of Micronesia-FSM campuses on Pohnpei celebrated the college’s 20th year anniversary yesterday in a high-drama event that started at the softball field at the Spanish Wall in Kolonia Town and climaxed at the track and field facility in Nett.
Eight team floats displaying cultural items and various team made up the parade that proceeded from central Kolonia Town, down the main road, all the way to the track field in Nett, an approximately 2-mile stretch. Closely behind the floats, cheering and dancing in colors and catchy attires, were various student clubs: Yapese Student Organization, Chu Chok Chuuk, Kosraean Student Organization, Pingelap-Mokiloa Student Organization, Nukuoro-Kapingamarangi Student Organization, Pohnpei National Campus Student Organization, Sapwuafik Student Organization, and the COM-FSM Pohnpei Campus team.

FSMIS (March 27, 2013): The first Migrant Resource Center (MRC) in the entire Pacific region was dedicated on the 26th of March at its Kolonia location in Pohnpei as a joint effort between the Federated States of Micronesia, the Pohnpei State Government and the International Organization for Migration (IOM)."
In his remarks, Vice President Alik Alik thanked the IOM for its efforts in the FSM since establishing formal presence in 2008. He also acknowledged the dedicated staff at the IOM Office in Pohnpei under the lead of Mr. Ashley Carl who played vital roles in the vision to avail the MRC.

FSM’s Office of Environment and Emergency Management (OEEM) is coordinating training for national departments and state disaster coordinating offices this month in Palikir. The target audience is those persons with roles and responsibilities under the national disaster plan and arrangements for managing emergency operations and coordinating initial damage assessments for the country.
The “Emergency Operations Centres” (EOC) course is being conducted this week (Monday to Friday, March 4th – 8th) for participants from national police, education, health, TC&I, R&D along with the state disaster offices from Yap, Chuuk, Pohnpei, and Kosrae. A second training in “Initial Damage Assessment” (IDA) was conducted last week at Yvonne’s Hotel Conference Room (Thursday, February 28th to Friday March 1st). The Asia Foundation and the SPC Applied Geoscience and Technology Division (SOPAC) are facilitating these training courses under the regional Pacific Disaster Risk Management Program (PDRMP), which has been long supported by the USAID/Office of U.S. Foreign Disaster Assistance (OFDA).

Cooperation talks. The talks, which are normally held early each year, set the agenda for ongoing maritime security cooperation projects, the focus of which is the Pacific Patrol Boat project.
The Australian delegation, led by Mr Tyson Sara (Assistant Secretary Pacific and East Timor, Department of Defence) consisted of Commander Geoff Turner (Defence Adviser South West Pacific) and Mr Serhat Turut (International Policy Officer - Department of Defence).

Kolonia, Pohnpei More than 60 key States and National Government representatives and NGOs from throughout the Federated States of Micronesia (FSM) gathered in Pohnpei, FSM to formulate a project concept paper to access more than $4 million available to FSM from the Global Environment Facility (GEF) for improving the FSM environment.
The project concept design workshop was held from 11th - 13th February, 2013 and was able to identify key priorities as the need to strengthen the nation’s protected areas in all 4 States, as well as to conserve and restore critical ecosystems throughout the Federation in an integrated manner.

FSMIS February 1, 2013: On January 29, President Manny Mori accepted credentials from the new Ambassador of Canada to the FSM.
Canadian Ambassador Michael Small arrived Pohnpei on January 28 and presented his credentials the morning of the 29th at the President’s Conference Room in Palikir.
At the ceremony, President Mori welcomed Ambassador Small and conveyed his appreciation for Canada’s support on environment and climate change issues at other high level meetings. He also spoke of the FSM’s priorities in the sectors of fisheries, agriculture, tourism and energy for which the FSM has been soliciting strong support from its development partners to accelerate economic growth and sustainability. The President praised Canada’s ability in maintaining access to its remote areas, its fisheries ventures in parts like Vancouver, as well as its medicine production industry that has attracted other countries.

FMIS (January 29, 2013): A handover ceremony for the “Project for Introduction of Clean Energy by Solar Electricity Generation System was held on January 25, 2013 at the entrance of the President’s Office in Palikir.
The project was donated to the FSM Government by the Government of Japan.
In his remarks during the ceremony, H.E. Eiichi Suzuki stated, “this project has been implemented based on the Cool Earth Partnership which was declared by former Prime Minister Fukuda at the Davos Forum in January 2008. It was then strengthened and committed at the PALM 5 in May 2009 providing the financial and technical support of the Pacific Island Countries.”

The swear-in ceremony for Mr. Kandhi A. Elieisar, the newly appointed Consul General for the FSM Consulate Office in Hawaii, took place on January 8, 2013 at the President’s conference room. Presiding over the ceremony was President Mori, with various cabinet and staff members. Also in attendance were Mrs. Matirina Elieisar and their son, KM Elieisar.
In his remarks during the ceremony, President Mori indicated, aside from the Consul General’s regular duties and responsibilities, the importance to work closely with FSM citizens in Hawaii to explore and expand FSM’s business opportunities in the State. Chigiyal, FSM’s Permanent Representative to the United Nations, addressed the Eighteenth Conference of the Parties to the United Nations Framework Convention on Climate Change (commonly referred to as “COP18”). Ambassador Chigiyal led FSM’s delegation this year and also acted as a member of the Bureau of the Conference, which is responsible for providing advice and guidance and organizing the sessions.

On December 07, 2012, FSM Department of Resources and Development Secretary Marion Henry as the Integrated Water Resources Management (IWRM) Project National Focal Point delivered to the Chuuk State Leadership and Neauo Village community in Weno, Chuuk the completion of the improved Neauo Well project. Present at the launching event were Senator Roger Mori, Chuuk State Government Chief of Staff, Mr. Wilfred Robert, Chuuk Environmental Protection Agency Acting Director, Mr. Jason Poll, as the IWRM Project State Focal Point, Chuuk Women Council representative, Mrs. Christina Stinnett, Pacific Landscaping Engineering and Construction Company representatives, Village chiefs, landowners and multitude of Neauo villagers. Senator Roger Mori joined Secretary Henry to hand over the project on behalf of the National Government to the Chuuk State Leadership in his delivery remarks. The project construction began in October 2012 with smooth and timely implementation by Pacific Landscaping Engineering and Construction Company.

Department of Foreign Affairs (December 5, 2012): An Agreement on Economic and Technical Cooperation was signed by Secretary Lorin S. Robert and Ambassador Zhang Lianyun, Ambassador of the People’s Republic of China to the FSM, on December 04, 2012 at the FSM Foreign Affairs Conference Room.
The grant aid of RMB 60 million was a token of appreciation by the Chinese Government during President Manny Mori’s recent trip to China in September 2012. Pursuant to the agreement, the grant aid shall be used for project(s) to be agreed upon between the two Governments.

Palikir, POHNPEI (FSM Office of SBOC) – On November 8, 2012 the Office of Insular Affairs issued seven Grant Awards to the Federated States of Micronesia totaling $50,709,947. The Grant Awards are the result of the Joint Economic Management Committee’s recent allocation resolution for fiscal year 2013. Earlier in the fiscal year, on October 19, 2012, the Office of SBOC’s Division of Compact Management also received this year’s Supplemental Education Grant (SEG) in the amount of $11,751,632. The eight grant awards totaling $62,461,579 have been apportioned to the five FSM governments according to FSM law.
UN Agencies carry out Development Assistance Framework consultations with FSM

FSMIS (December 3, 2012): A Joint-Mission of the United Nations agencies namely the United Nations Development Program (UNDP), the United Nations Population Fund (UNFPA), and the United Nations Children’s Fund (UNICEF) visited the FSM in late November for the purpose of holding consultation with the FSM Government on the next United Nations Development Assistance Framework (UNDAF). The next UNDAF cycle runs from 2013 to 2017. FSM is currently implementing its UNDAF for the period of 2008 – 2012, during which the focus areas of assistance include poverty alleviation, the Millennium Development Goals, and Good Governance.
